Every Android user is a fan of Live Wallpapers, and that is why you would see new things all the time on different Android Phones.
Not everyone is a developer that’s why Xda developer Daneshm90 created an Easy toool for windows for creating Live Wallpapers called Custom Creator 2.4. Using this tool, you can create your own Live Wallpaper out of a bunch of images!
The tool lets you customise the wallpaper without any coding, lets you change the application name and icon, the package name and also supports up to 100 images.
Update: You can try OwnSkin lets you create your own live wallpaper from static wallpapers.
HowTo Create Live Wallpaper
The tool is easy Just Download the Zip file, Run “Run.bat” and follow the OnScreen instructions.
Once done, install the .APK to your Android Phone.
Also, Pre-attached with the zip comes the “haters gonna hate” animation, so if u want to test it, just Run.bat and enter 14 as the # of images.The naming convention of the images are n01.png,n02.png,n03.png..n32…n100.png
Software Requirements :
- Java Runtime set in Path: Verify by going to start -> run -> cmd -> java -jar.If you get “command not found” ? You need to download it from Java’s site

If you know a little bit of Java, why not create a fully native live wallpaper. You own the code and can sell it without royalties or giving someone else credit.
Check out the Android Live Wallpaper Starter Kit – it provides all of the base code so all you need to do is provide the wallpaper logic and content.
It will save you a lot of time!
