Apple has announced iOS 5 release for 12th october, would ship pre-installed on iPhone 4S. although developers already have access to the iOS 5 GM.

How to get iOS 5 GM on iPhone, iPod Touch, iPad without developer account
Note: This process has been tested on iPad 2, but we take no responsibility if you brick your device.
Step 1. Download and install iTunes 10.5 beta9 for windows, Mac.
Step 2. Download iOS 5GM for your device:
Download iOS 5 GM for iPhone 4 (GSM)
Download iOS 5 GM for iPhone 4 (CDMA)
Download iOS 5 GM for iPhone 3GS
Download iOS 5 GM for iPad 2 (Wi-Fi)
Download iOS 5 GM for iPad Wi-Fi + 3G (GSM)
Download iOS 5 GM for iPad Wi-Fi + 3G (CDMA)
Download iOS 5 GM for iPad 1
Download iOS 5 GM for iPod touch 4G
Download iOS 5 GM for iPod touch 3G
Step 3. Run iTunes with your iDevice connected. Shift + Restore and browse the ipsw you downloaded for your device. Sorry, but Update fails, only restore works.
Bingo! You should be able to run iOS 5 final on your iPhone 3GS, iPhone 4, iPod Touch, iPad 1, iPad 2.
